Position Purpose and Summary

Under the supervision of the Community Paramedic (“CP”) Captain, the Community Paramedic is responsible for facilitating patient use of, and integration with, social, mental health, and medical support services with a primary goal of decreasing 911 utilization for non-emergent purposes and a secondary goal of improving the overall health of the community.

The Community Paramedic is required to apply technical skills and knowledge of medical and social support structures for patient management. The Community Paramedic also performs duties through assignment to an emergency vehicle and may transport patients to destinations other than the Emergency Department and provide medical exams and treatment for patients in both emergent and non-emergent situations.

Supervisory Relationship

Reports directly to the Community Paramedic Captain. The Community Paramedic consults with the Medical Director or Designated Medical Officers for authority to act in unusual situations. During emergent and non-emergent patient encounters, the Community Paramedic is responsible for patient care under the authority of the Office of the Medical Director (OMD) in accordance with established medical protocols and operating guidelines. Employee operates within their scope of practice and local standard of care as modified by agreements and understanding of local medical, mental health, and social welfare providers. The Community Paramedic is expected to exercise considerable independent judgment in executing this assignment.

Essential Duties, Functions and Responsibilities

Essential duties, functions, and responsibilities include, but are not limited to, the following:

Responds, primarily in non-emergent mode, in a Department staff vehicle to patients referred by emergency operations crews or other medical or social service providers.
Interview patients using developed assessment tools to evaluate which community and medical resources may be available to stabilize the patient's situation and facilitate more appropriate use of emergency care resources. Refers patients to identified resources as appropriate and tracks patient progress.
Transports patients in Department vehicle to medical appointments or other destinations as needed and available. May operate a Department ambulance with the assistance of at least one other EMS provider to transport patients as needed.

Additional duties, functions, and responsibilities include, but are not limited to, the following:

Maintains awareness of ALS unit status and may respond emergently without compromising primary duties as an additional resource to temporarily support EMS system needs and as a primary resource to mass casualty or disaster events.

Ability to remember numerous details and quickly recall essential information.

Ability to identify and meet the needs of the patient, family, and support agencies. âˆ™ Ability to communicate professionally in a manner that conveys care and concern for the patient and family.

Laboratory Testing Responsibilities:

Testing Personnel are responsible for specimen processing, test performance, and reporting test results. They should only perform those tests that are authorized by the Laboratory Director and that are within the individual’s skill level as determined by education, training or experience, and technical abilities. Testing Personnel are also responsible for the following:

Following the laboratory’s procedures for specimen handling and processing, test analyses, reporting, and maintaining records of patient results.
Maintaining records that demonstrate that proficiency testing samples are tested in the same manner as patient specimens.
Adhering to the laboratory’s Quality Control policies and documenting all Quality Control activities, instrument and procedural calibrations, and instrument maintenance. 4. Following the laboratory’s policies, including taking and documenting corrective actions, whenever test systems are not within the laboratory’s established acceptable levels of performance.
Being able to identify problems that may adversely affect test performance or test result reporting and correcting the problem or notifying the appropriate supervisor. 6. Documenting all corrective actions taken when test systems deviate from the laboratory’s established performance specifications.
If required by route of qualification, performing high complexity testing only under the on-site direct supervision of a General Supervisor.

Required Qualifications

Valid Class C Texas Driver’s License without a record of suspension or revocation in any state
Texas Department of State Health Services Paramedic License/Certification (EMT-P/LP)
- May substitute EMTP/LP for Texas DSHS EMT with active Texas Registered Nurse License (RN)
CPR-Basic Life Support Certification
Advanced Cardiac Life Support Certification
Pediatric Advanced Life Support Certification or Pediatric Education for Prehospital Professionals
ICS-100, ICS-200, ICS-700 and ICS-800

Education Qualifications

High School Diploma or GED
Associate degree or higher preferred

Required Experience

Four (4) years as a paramedic or registered nurse, will substitute for a combination of experience
Ability to obtain OMD credentials within 90 days of employment

Physical Requirements

Unimpaired mobility: Ability to quickly respond in a Department vehicle to access patients in difficult terrain, climb stairs, work in close and dangerous environments such as damaged vehicles, and, with a partner, carry equipment and patients weighing up to 220 pounds.
Physical Abilities: Ability to perform strenuous physical requirements such as CPR, lifting, and moving of equipment and patients in a variety of environmental conditions. Also must be able to swim at the basic survival level.
Fine Motor Skills: Ability to perform required medical skills and techniques, such as bandaging, splinting, establishing an IV, performing other advanced airway techniques, and manual defibrillation.
Vision: Must have correctable vision acceptable for day and night operation of emergency vehicles, have color acuity adequate for determination of skin and blood color, and be able to read medication dosages on drug labels and syringes.
Hearing: Ability to hear and understand the information provided by patients, family, or bystanders; to hear breath sounds and accurately determine auscultated blood pressures; to differentiate separate conversations in active, distracting environments; and to hear and understand radio traffic when responding with lights and sirens.
Speech: Ability to speak and enunciate clearly and at a level audible to others in loud conditions, to speak clearly in stressful situations, and to verbally communicate with patients, families, and other emergency personnel.

Starting Annualized Compensation: $78,892.00
